Honestly, a lot of the human BPRD members treat the non-human ones like shit. Look at Johann, sure he was acting like a jerk when he had his human body and what he did with Enos was unflattering but they've been using him like an object basically since he started, just like with Roger. And they treat him like such shit that he voluntarily locks himself in an unfeeling supersuit just so he can kill somethings so they will treat him like a person.

At this point in time, the BPRD is rolling in money. They've got UN funding right now. The reason is they don't care. No one really cared when he lost his ubermench body, they were like "Oh well, Johann. Back to being dead." The basic soldiers/scientists don't care about the non-human BPRD members and barely care about Kate too, until she starts kicking ass. I think a lot of the soul and humanity of the BPRD left when the Professor died.

I don't think they understand it. Look at what they did with Hellboy. They found him, took him in and then apparently ran painful tests on him until they someone said that's enough. Then they did the same thing with Abe and then they were going to do the same with Roger. They even had Liz locked up before Hellboy stepped in, and yeah she's dangerous but she was also like 7.
I guarantee Abe and Hellboy pushed for them to keep Daryl alive and try to find a way to return some of his humanity.
