Friends is a stretch.
Lex without a doubt likes Clark Kent. Not only for the reasons mentioned in the panels op posted, but also because despite holding everyone other than himself in contempt Lex finds Clark to be a man of virtue.
In Lex's eyes Clark is honest, kind, humble, and has a strong sense of ethics and morals.
Lex may find those traits beneath himself but that is because he thinks he is the ultimate leader of men and as such he must be above morality as to succeed where others would fail. That said should Lex ever come to dominate the Earth he would not humans to do as he does for that would make the world even more of a despicable rat race then it is now and no progress could be made. You have to remember Lex wants humanity to thrive (even if only under his thumb) and Clark represents the ideal citizen of Lex's utopia.

The comic shows Lex Luthor as petty and small, implying that people born of lesser stature can never rise to the inherent strength of people born into greatness.
The whole Superman comic is propaganda to keep people hoping that more will be given to them while trying to prevent them from actually working for more.
