This is what's known as a "greater scope villain". Essentially, a greater antagonistic force in the setting as a whole, but without necessarily having a direct role in the actual plot of the story. The movie lacked the real fear prey animals had of predators. Judy's parents filled us in on that a little, but they weren't even from the more progressive Zootopia. There, we only saw that people are racist against foxes mostly, but also rabbits. Oh and I guess Yax was racist for assuming that the elephant had a good memory.

Nah, even his coverup of the predator violence was pretty much justified, regardless of whether there was a selfish component. He was preventing a widespread public panic that would have hurt a segment of the population until they could figure out what was going on, but the "heroes" of the story had to go invade a government black site, reveal what was going on to the public, and imply that there was a genetic component to the crimes based on unfinished, half-baked evidence, and start a wave of riots and hate crimes.

He was the real hero the whole time.

I'm pretty sure the depiction of the press in this scene was more "hysterical" and "frenzied" than "gotta get the facts! we're all about journalistic integrity!" The scene wasn't really about journalistic integrity as it was about how much the media absolutely jumps on any blurb, no matter how easily falsifiable or how foundationless the claim, and parrots it for millions of ears to hear. The media has a lot of responsibility, and it failed spectacularly in Zootopia, just like it does in the real world.

Just imagine what would have happened if he did nothing. The wild predators would run free and maul everything in sight. Countless civilians would have been killed and sooner or later the wild predators would have been caught and looked up anyway. If Judy didn't fucked up, his scientists probably would have found a cure sooner or later and than the victims could have been cured. After that he would have gone to the public to explain the situation. The only thing he have done wrong is that he should have informed the police Chief and the families of the victims in secret by explaining the delicate situation. I'm sure no family member would want to spread the fact that one of their loved ones turned into a wild beast. And with the police in the boat he could have found the culprits much easier after they would have found the source of the madness.
He just didn't do that because of the fear of losing his position.

This is actually my biggest problem with the movie, the motivation of the bad guy, or should I say lack of motivation. So her boss was a cunt... and? Almost everyone's boss is. Boo fucking hoo, Judy's boss was the meanest character in this entire movie. So this lion bumped into her here and there, gave her a funny name and a stupid mug. 10/10 amazing backstory to creating a monster! Best Disney villain EVER guys!!

But seriously, the worse part is he could have easily been a prey animal and treated her the same way; judy's shitty boss was a prey animal and he was worse. I wanted to see an actual reason why Bellwether hated preds specifically, but she just didn't have one. She disliked this one guy for being a jerk and it didn't have anything to do with what he was. Sorry, that isn't the way prejudice usually works in real life, people don't just wake up one day and decide to hate other groups of people. If you want to treat the problem of racism, you have to actually acknowledge the symptoms that cause it.
It's not like the Islamophobia people have today was something randomly pulled out of a hat, and it wasn't just the actions of one person being a jerk that caused it... this movie would have you believe that, though. Hell, even the now popular hate being thrown at white people today stems from actual shitty white people with backwards ideas who can't stop making asses of themselves in public/on the news.
But I see why they went the route they did. This is a "The preds didn't do nuthin" story, because if they complicated things and actually gave Bellwether a reason to dislike the preds, then suddenly the story, and racism by extension, is given an uncomfortable ambiguity. It was either that, or the story not making sense, and they obviously went with 'not making sense' since the former option was out of the question.

Bellweather didn't hate predators. She just used them as a political stepping stone, as a method of gaining power. She is just fearmongering, painting another (very small) group as monsters and horrors and painting herself as the town's savior, in a bit to take control of power and hold onto it.

What made you think she was scared of predators? She's not scared of Lionheart, outside fearing that her appearance as a devoted vice-mayor is in jeopardy. Hell, she was fine with pissing him off and ignoring his request in order to help Judy with finding the savage animals. She showed no indication of being afraid of Nick. She showed no indication of being afraid of anyone in prison - if she really was traumatized by some predator in her past, then she would likely be terrified of having large predators sitting right next to her and groping her hairpuff while she was defenseless in chains.

Just because someone is crazy doesn't mean it's legal to tranq them with a rifle and lock them up into any random location you choose, without telling anyone. He's not being arrested for trying to solve the problem. He's arrested for violating laws in doing so.

Hospitals don't have the authority to grab random people off the street and hide them in some basement room without anyone knowing, though. That's the entire point. It's supposed to show two sides to the same coin. Judy and Bellwether are both tiny predators abused by their bosses who have a history of abuse by predators.

But while Bellwether internalized her hate and used it against people, Judy turned her frustrations into something positive. Either side of this story can happen to anyone. In Zootopia you can be whatever you want.
