Sorry hardly anyone has anything constructive or smart to say OP. I guess this is the audience a movie attracts when you remove all depth from it and just make it a zany, happy romp through the troubles of a few hurt feelings.
I think the movie would have had a spectacular ending if this dark, more troubling zootopia is what we got. The characters could have actually made a positive difference in the world and changed things for the better. As things stand, the final cut of the movie has an ending that feels very similar to the beginning; hardly anything seems to have been accomplished aside from Judy and Nick slightly having a different outlook on things. ..Yay? I guess.

The problem with "Savage City" is that even if Nick succeeded and the city decided to take the collars off the predators, we'd be looking at potentially a century of resentment between classes, possibly even longer. From what we saw, the subjugation of predators was going on for generations, to the point where not even the older predators questioned why things were that way anymore, and there were even cultural traditions that had sprung up around the shock collars.
Zootopia had been fucked up for so long that there was pretty much nothing Nick and Judy could have done that would undo all of the hate and prejudice that existed. If it had been going on for generations, then it would take generations to undo the damage. No-one wants a movie that ends with "maybe things will get better eventually, but it's not going to happen within the main characters' lifetimes, and ultimately they only had a small part to play in what is going to be a long, ongoing struggle that will take many years for the parties involved to get over."
