The guardians are a self elected body enforcing rules over the entire universe as they see fit through lanterns.
The argument against this black guy is that Hal can't interfere because that would be enforcing his views of right and wrong on a planet where he wasn't elected to authority.
Hal is already on a slippery slope and the guy is calling him on his bullshit for it.
