It caught on because someone forced it
It grew naturally out of discussions of why Batman won't kill the Joker, how Gordon feels about that, and non-lethal ways of intimidating or handicapping the Joker
There were years of daily threads about Gordon asking Batman to rape the Joker, rephrased differently every time

It's getting an audio drama, maybe it's own anime one day.
People would ask "Why doesn't Gordon arrest Batman" "Why doesn't Batman apprehend himself if he hates crime so much" and "Why doesn't Batman just kill the Joker"
Then this interview with Zack Snyder resurfaced a couple months back, around the time BvS had released, but it was an old interview from when Snyder did Watchmen. But he was talking about how in his movie, Batman could go to prison, and get raped. And I think that thread got like over 500 replies the first day it was posted.
And all of this happened like right around the first time somebody asked "Why doesn't Batman just rape the Joker?", which was reposted several times that week.
Suddenly in one thread, one anon, or several, started dropping these screencaps of Gordon from BTAS in one of the Joker rape threads. I still don't know why. Out of all the Batman characters, out of all the different versions, I still don't know why they picked the animated series or why they picked Gordon. But it caught on.
Now the threads are more focused on Gordon than Batman, and Joker is rarely even seen

This just doesn't make any logical sense. Batman can't rape the Joker; the Joker has pretty much been continuously giving Batman permission to pound his boyhole since the 1940s.
