I think the idea is that because Kimberly is drawing her powers directly from Zordon and the Sword of Light she gets a unique costume.
She certainly feels like a Rider in this issue though.

Thanks OP. I've never read a PR comic before and I liked it. I particularly like the art and colours. Very simple but I think it works. The story was fine too. Maybe a bit too many cultural references and zingers that fall flat but not a big deal.
