If her powers were real then yeah she probably wouldn't wear clothes since they would actively hinder her powers and she can shape shift clothes when necessary anyway. Yea, she could shapeshift clothes over her natural form, but this would presumably require some degree of constant concentration that she doesn't care about. If she needs to hide she changes entirely, if hiding isn't necessary then clothes aren't necessary, so she goes naked. The in-between blue+clothes is pointless in the movie world past a certain point.
