I think the younger one was supposed to also be a slight shout-out to Wanda because she was wearing a tiara. She wasn't Wanda, but it was a Wanda reference (and so was the reference to the other sister).
Same with Magneto's daughter in X-Men Apocalypse. She's not Wanda but she's a mutant and somewhat more like Wanda than her comics counterpart.
It seems like Fox has no intention for now of actually introducing Wanda (that could change if they really want to get into a pissing contest with Marvel) so they keep making slight subliminal references to Pietro's mutant sisters.
