The production sure was higher and the animations were better but...
It was directionless with no real over-arcing story, awkward pacing, and they literally deleted all the world building of the previous Avatars.
They shot themselves in the foot. Instead of getting to watch Korra mature, learn, deal with her stuggles and frustrations, and grow up we got to watch Korra go on a "powerlevel" adventure with no real conflict.
With each season we were presented with a big baddy that was a serious and interesting threat but ultimately defeated due to mary sue power leveling from Korra because she cried.
She never grew as an individual. Her impulsiveness never became patience. Her frustration never became real reflection. Her stubbornness never became strong-will.
In the end, the villains were defeated because she meditated once, or cried once, or ran away once. She never became stronger. She became slightly less arrogant and more self-righteous. It was a series of convenient insight rather than truly working towards a goal.

In every aspect, from the characters to the setting to the plots it is vastly inferior to ATLA. We went from wonderful and interesting characters, a boundless type of world filled with wonders and adventure, from spirits and spirituality to what can be described as a modern, lifeless city (prison). That's kind of my point. Episode 7 was pretty shit but it did well because of it's identity in pop culture,
Korra was a mess but it did well because it was an "anime"-styled show for the average western audience that hit a lot of the right notes for what was popular at the time. You have to remember it was a time when a strong female lead was a thing that the vocal members of the internet called for and supported. It was smart to market that. There were plenty of other things that catered to that market that succeeded like emotional conflict(that unfortunately in the show went in circles and eventually nowhere) and of course the boom in homosexuality popularity which resulted in the "ambiguous" ending of the show.
Korra was the disappointing lovechild of execs and writers pandering to an emerging audience. I think the show could have been better if the internet clout hadn't become so fucking gay and self-righteous.

Korra was popular, yes. Korra had it's moments, yes. However, the payoff for everything Korra went through was tacky. Her bending was essentially a trade off for superpowers in exchange for contrived moments of PTSD and hitting a wall because here ego took a blow. Her character is dealing with the conflicting idea that she should be more powerful than she is because she is the avatar when that conflict is hampered and trivialized by her ability to enter the Avatar state on a whim(which she "unlocked" simply by running away and Aang doing the heavy lifting) which also leads to her lack of discipline.
She's a character whose very development is stunted by convenient solutions provided by the writers with their liberal use of deus ex machina.

Simmons is a god), production (because koreans are good at animating), or storyboarding.
