It is a commentary on the unscientific knowledge of the masses. Heathcliff represents the intelligencia with his coat with elbow pads and years of experience in avian studies. The pet store owner represents, who represents the masses, hired Heathcliff as a consultant. However he does not trust Heathcliff's advice and is skeptical of his own motives. This of course leads to many questions that the reader must ponder.
1. Whose interest does Heathcliff have, the bird's, the shop keeper's, or a third party's?
Is the shopkeeper right to be skeptical of Heathcliff?

Either that, or he disguised himself to sneak into the shop without being recognized by the owner so that he could eat all those birds but they escaped through his pie when he put it in his mouth, giving away his disguise in the process.
