So it's not like the 52 West family had room for Wally much more mundane (Pre-Manhunter) family dynamics.

Miller's DD beats it hands down. Ennis' Punisher probably beats it. Hitman beats it if you count that, but I wouldn't call that a "superhero" per se. Golden Age Captain Marvel and Golden Age Plastic Man are both arguably up there. Simonson's Thor is debatable. Nexus and Badger are both absolute masterpieces and at least in the same ballpark. Silver Age Spider-Man might be up there. Superman has had a few runs arguably in the same quality range (Millar's Superman Adventures and Morrison's All Star Superman in particular). Morrison's Animal might have been better during the same decade, but that was more 80s than 90s. Moore's Swamp Thing is another one that might have it beat, except I really wouldn't call that a "hero" or necessarily even a superhero comic in general (always considered it more like "horror that happened to be set in the DC Universe"). The Batman Adventures comic from the 90s is also pretty close.

Just wanted to say thanks to the OP for posting this. I was never super into the flash when I was younger, but Wally was always "my" flash. The bits of him I remember most from the JLA cartoon really endeared him to me, and it's cool to actually read this now.
In fact, I think I'mma pick up some Flash this week from the LCS. Between this, my nostalgia, and Rebirth, I suddenly feel a need for speed.
Have to say after all the huge amount of unabashed dick sucking of Waid Flash. I'm not that impressed.

New Teen Titans is the only place with Wally having something resembling of a story as Kid Flash but the writer of that book hated him so he turned Wally into a prick and later booted him from team.
