Yes, knowing what to animate and what not to is the basic law of animation. Stuff like early silent animations where everything moved was made that way because back then the medium was new and they wanted to make everything pop, to wow the viewer.
On the other hand the way animation is saved on in anime is very blatant and often clashes with the better animated action scenes. It also forces unnecessarily long sequences of awful filler.
