As concept from our world, complete essence of Grant Morrisson is absolutely untouchable, and continues to transform DCU to this day. Ergo, among people established to be DCU characters, he is by far the most powerful one, and from his perspective even Presence or Source are merely his puppets. His powers is bordering on infinite, and is only stopped by stuff like writer's block, not working on DCU to get some creator-owned stuff done, or editors messing with his shit - none of those weaknesses exist in DCU itself, making him impossible to stop from planes of reality that contain DC multiverse.Normally I don't like Morrisson's metawankery but if it gives me a chance to disrupt powerlevelfaggotry, then by gods, I will take it.

The Heavenly Host itself has been lowered on the food chain. Lucifer has difficulty with other gods. Other DC creations come in and get shown to be powerful.

Based on the few feats he has and his inability to stop all of the Soviet's nukes, he isn't even Surfer level.
God (Presence) is the most powerful, followed by I believe Great Evil Beast, then maybe the Thought Robot or Michael and Lucifer. After that you have things like the Endless, the Monitors, Ultimator, and the Word. 5D imps are also supposed to be fairly strong, though compared to the really high-tier beings they aren't much. I recall Spectre at his most powerful was stronger.
