Pre-Flashpoint Harley went off on her own and became her own villain. New52 Harley went off on her own and became a chaotic good hero in her own mind.
Her relationship with Ivy in both cases involves camaraderie and a bit of sex here and there. But Harley is too free-spirited to settle down.

To be fair, this is the problem with the big two comic companies. They have characters who act as brand names, not characters who evolve and progress over time.
I am all for Harley moving beyond the Joker, changing as a character. Just like Dick became a team leader of the Titans and Nightwing instead of a sidekick, Harley should be able to move beyond her abusive relationship with Joker.
The trouble is they keep yo-yoing her back and forth due to shitty reboots, inconsistant writing, and lame adaptations.
