Here's a real response for you.
I never liked it as a kid because of how off the tone seemed.
It's absolutely possible to be both "mean spirited" and "funny" (Peanuts, The Simpsons, and Invader ZIM are some good examples), and CatDog didn't pull it off. It seemed like it was always playing CatDog's misfortune straight instead of playing it off for laughs, which gave it a really miserable atmosphere. Even the colors and backgrounds were dirty looking and faded.
Cat and Dog were both dicks and were always being mistreated by each other and everyone else and always had bad things happening to them, and none of these things were written or presented in a funny way, which is terrible writing because schadenfreude is like the fucking easiest kind of comedy there is. Why should I give a shit about any of these characters?
