Heathcliff revels in the surreal. You're quite unlikely to see a dog catchers truck with such large wheels. In fact, those kinds of wheels are exclusively used for monster trucks or larger construction vehicles, neither of which would apply to Heathcliff's truck.
As an aside, Heathcliff would appear to be on the wrong side of the road, assuming the strips take place in the United States of America which is the most likely assumption. If this is a mistake on Gallagher's part or if he's simply making a subtle joke, I cannot ascertain. Cats do not usually drive trucks so it would be a logical conclusion that he is not well versed in traffic laws. However Heathcliff has been shown driving several different kinds of vehicles prior, including helicopters so it's safe to assume he would be able to handle a simple truck, oversized wheels or not.
