Since Arrow was always middling for me (I don't really much care for the CWness of it), with some splashes of good (mostly season 2), seasons 3 and 4 have been much more enjoyable to me. It's like watching a live train-wreck.
Seriously, I watched the Felicity cure episode with a friend of mine and we burst out laughing at how bad it is.

It appears to be a CW thing. Supernatural this season had a deal where they thought that "The Hand of God" could hurt the villain, so they went around finding biblical relics and fucking things up, but then they turn out to have no effect. It's all a bunch of padding because after a couple seasons the hack writers can't come up with a solid main story or enough good side-stories to fill out more than 20 episodes so they just plod. Thing is Supernatural took a while for this to happen and Arrow managed to start plodding in season 3.
