It may be legit but there are many of these ghost companies that exist for tax dodging reasons that put out weird or crappy shit to try and stay out of public and in turn government eye.
What I'm guessing this is since I've seen something like it before is that he's using it to dodge taxes or more likely is a fall guy/name signer for some rich prick who is dodging taxes for a "fee" and probably doesn't want his benefactor think he's compromised or sees this as another good way to make some side money
worst case scenario he's money laundering for some criminal and that's why everyone is afraid to talk which is most likely the case

It's also a possibility they don't want anyone else besides the law finding out. With scammers like this, esp ones who have their hands dipped in so many venues, it's possible they cut deals with other criminals or scam groups for money they had no way to pay back.

Everyone wants it to be a snuff or cp ring because that sounds more sinister and creepy I guess.

Ah, but you see, for the fine folks at the Lost Media Wiki it's not about the content of the lost media, it's simply the lost media itself and the fact that it's lost and no one can seem to find it/see it at will that produces such a driving allure. If and when this movie ever does fall into their hands, it will undoubtedly be shit, and they will not care about it anymore and move on.

A perfect example of this happening in the past is that Nickelodeon movie "Cry Baby Lane" that only got aired once and then was never shown again or released on VHS, that autist on /x/ and other places talked about for years and people argued over whether it actually existed or not, then after years of searching someone on Reddit found a copy and uploaded it. It was a boring lame movie that was forgotten for good reason, and once everyone saw it, none of them cared about it anymore.

It's about finding the seemingly unfindable, not about how good the contents of what they're looking for is.
