For many years, people thought of Hal Jordan's Zero hour incident as being massively out of character for him and people thought it really ruined him for good. That's why I'm betting on. The HYDRA that Cap joined as a kid could be entirely different than what RS, Zemo, or Strucker are currently using the organization for. For one this is a clear strike to undermine Rebirth. Marvel needed the most shocking thing possible and what's more shocking than making the symbol of America a potential nazi? And while Rebirth seems to be doing fine it really undercut the thing in the press.

Part of brainwashing is altering and inserting memories in order to change a person.

Spencer claims this is a genuine change and that's just something that ignores close to 75 years of stories and character development. Or all those times he fought to stop Hydra. For what purpose would nay of that serve? Remember the issue leads you to believe he was inducted as a child alongside his mother. That would mean everything about the character is not only a lie, but contradictory and nonsensical.
Now personally I believe Spencer is a lying cunt but for a second look at this plot as if it's really a 100% genuine change. Can you really say with a straight face "This is a good idea that makes sense and I support it?" It's not even a "We don't have all the facts!" situation like some cry if it's a real and genuine reveal like Spencer claims. We have 75 years worth of facts to prove this story is garbage.
