I don't believe X or Zero have ever removed their helmet, no. Even so, it wouldn't really be a "human" form. Just a non-combat mode. And I don't believe they do. All the reploids in the series look like they are wearing armor at all times, even the ones who are glorified phone operators. I don't think it comes off. And even if it did, X and Zero are kind of gung-ho about their jobs. I'm not sure they ever took a day off.

A major theme of the ZX games is that the line between human and reploid is being more and more smudged. Electronic implants on a human being are commonplace in that era. The only telltale sign someone is a reploid is the red marking on their forehead, IIRC.

That's not canon to the main games itself exact for a few, but there's nothing really contracting it either except for Legends and X occurring in the same time period. These games are meant for fun things like having multiple Resident Evil characters and the entire Mishima family fighting together.

Even if you take into account the fact that everyone's a "carbon" and don't count that as being robotic, I'm pretty sure Legends 2 reveals that Volnutt/Trigger was even more robotic than them. He was designed to manage the carbons, like Sera, Yuna, and Juno; he was a "Purifier Unit". He just ended up being raised among the artificial humans.
I haven't played the second game, so I might be getting some details wrong. But I know that in the first, Mega Man Juno seems to see Volnutt/Trigger as an equal, or a coworker, and doesn't include him as part of the Carbon Reinitialization Program. It MIGHT be the case that Volnutt/Trigger was just a normal carbon with a special job, but that would mean that all the carbons have the ability to transfer their memories to little dancing robot monkeys.

Personally:
Best: It's like that Max Steel 2014 cartoon that no one watched but was still alright, which was basically Ben 10 but with machines. Had an alright balance of school and super heroics, and the action was alright, too. Was CGI animated, but still fairly well done.
In this case, it's well animated, has an aesthetic that grows on you, and characters are familiar to what old fans want, but also still original and new, so you don't have to be knowledgeable of the franchise to enjoy it, but if you are, it's a bonus.
Here it's made well, and actually goes well in ratings, ushering in a renewed interest in Mega Man.
Middle: It's like that Pac-Man cartoon, which no one watched,except that infamous scene,that relied on cheap humor in a way that turned people away early on and never got anyone back. It ended up being meh to alright, even having some admittedly neat concepts here and there, and even had an alright game adaption, but it never truly dropped its poor sense of humor. It put its worse foot forward, and could never get back on its feet, leaving a bad taste in everyone's mouth.
Here the new show ends up being average, maybe painfully so, and it does horrible in ratings. But you can almost say "at least they tried".
Worst: Horrible animation which makes the action floaty or unbearable to a point where you can notice they they avoid action scenes unless the story says they can't, horrible aesthetic where everything looks like a mess on screen or it's just empty and devoid of personality, story lines and settings that are generic and repetitive, and jokes that fall flat for all ages at all times.
Maybe kids like it, but even then it fails in being popular, and it alienates old fans in such a way that it becomes taboo to even mention during its run and long after.
Here, it bombs, and it somehow shows to Capcom that Mega Man can't even do something new.
