Some not-Supermans show up in Gotham thinking they can fix all the problems, but then it turns out they don't "get" Gotham like Batman does and realize that "THIS IS MY CITY."

My personal favorite reason is the one presented in Arkham City: the city was built over an infamously madness-inducing Lazarus Pit. While it's not explicitly stated, it seems quite obvious to me that Gotham's inhabitants have been constantly exposed to low-level Lazarus effects, thus explaining the rampant insanity (and insane durability) of the people.

That was during No Man's Land, Superman was basically doing disaster relief, he wasn't there to fight crime because there's no justice infrastructure. There's no prison, no cops who are real cops.

He went there to give food to people, then fixed a power plant and found that the guy who could run the power plant was exchanging power for food (rather than helping everyone else).

This is going to be in standard Gotham, with corrupt cops, Arkham existing, and Batman.

That was it as far as Mad Hatter went though. Normal criminals could be handled just fine by the GCPD gang, Freeze had to end up stranded on an iceberg in the middle of the river.

Have you read a Superman/Flash story? Superman and the Flash are both pretty fucking busy dealing with shit in Metropolis/Central City. Plus, unlike Bruce they both actually have girlfriends/wives and jobs.

On one of the days where Clark doesn't have to save Metropolis he's probably busy writing an overdue article for the Daily Planet or going fucking shopping for new sheets with Lois. And if he isn't busy with his job/girlfriend why the fuck would you want to go to Gotham of all places?!
