Evil Dead II came out 1987, Berserk prototype was made 1988. Army of Darkness came 1992, and the anime first premiered in 97. With the delay between USA and Japan and that he probably worked on the prototype for quite a while (it's 45 pages and was made while he was still studying), it would pretty much have been that he saw Evil Dead II and sat down the very next day to make Berserk.

Scouters were a dumb idea and contributed to one of the biggest flaws of DBZ. Power level wankery.
Scouters gave characters a measurable 'power level' which in turn made the scope of power ridiculous and simultaneously opened up a can of nerd worms and threw gas on the resulting nerd flame-wars. Introducing numerical power levels just gave legitimacy to bullshit "who can beat who" arguments.
Not to mention that Master Roshi blew up the moon and he's not even as strong as Tien, who's not even as strong as a Sabimen, so on and so forth. DBZ had a lot of other problems too, but scouters added nothing and were a bad idea from the start.
