Except the current problem with blacks in america isn't because of their race, but their culture. The hoodlum, gang-oriented culture of African Americans is turning them to drugs, violence, and a disdain for honest work and an education. Black kids berate and antagonize other black kids in city schools if they see them trying to actually study, and make fun of them for acting "too white."
Blacks who grow up in white neighborhoods and traditional american white culture do fine. Blacks who grow up in black slums are violent leeches of society. This is why despite only being 18% of the population, African Americans commit over half the murders in the country.

Proto-zootopia is an interesting tale in and of itself. People know about it because a lot of concept art and information about it was leaked online some time back, and it seems the Blu-Ray extras will include some content about it as well.
In short, during it's 4-5 year development process, Zootopia's premise was a lot more darker than what we eventually got. In short, it was going to be more of a dystopia, where predators and prey live and work together, except predators were required by law to wear shock collars 24/7. The idea behind the collars being, if a predator ever got too irate or aggressive (or too happy, for that matter), he'd get zapped as a 'reminder' to be civil and tolerant. Nick was meant to be the main protagonist, who ran a secret underground theme park for predators. A place where predators could temporarily remove their collars and indulge in eustress-filled fun. The story was apparently going to have a Fugitive-like angle, where Nick would be framed for a murder he didn't commit, and go on the run, trying to clear his name whilst avoiding the law. Judy was to be the experienced, driven cop bent on arresting him; Initially an antagonist, who slowly turned into a protagonist as she came to know Nick better.
At any rate, the creators struggled with this premise, though they kept at it, even into the last year of production. The plot and it's implications were found to be too depressing and grim compared to Disney's usual works, so they eventually dropped it, rewrote the premise to the Zootopia we now know, and made Judy the protagonist.
Protozootopia gets a lot of discussion, because of how markedly unusual it would have been for a Disney production. Opinions vary from "It could have been a bold and striking" to "It was shit and Byron is a shit for insisting on it for this long". There are deleted scenes and storyboards out there from protozootopia, and they are chock-filled with feels. Especially the 'Taming Party'.

Hard to say, but consider that the movie's main was message on prejudice, fear and discrimination. This message started out in the form of Protozootopia, and after a long struggle with the grim nature of the premise, they eventually toned it down to what we have now. They didn't really reach here without going through the original premise first. A lot of the scenes, props and scenery seen in Zootopia were are retooled versions from Protozootopia, in fact.
