I feel like they had a lot of plans for Nazz early on, but something made them decide to use her more for one-off romance gags, and a handful of episodes. I think it was for the better really, but it made her easily the flattest character on the show. Even in the episodes that were centered around her, most of the humor came from the other characters.
I think it's cool and good that the girl everyone fell in love with - in that just-before-puberty way - was a fun-loving party girl who got on with everyone.
