Mace is one of the few foes of his that stuck around.
But the one enemy of his that is really personal is Willis Stryker, his former best friend who framed him for drug peddling over a woman they both had feelings for. But he died in his first fight with Luke because it turns out that when the hero has bulletproof skin, fighting with knives isn't a good idea.

Gideon Mace is one of his few recurring villains that's still alive, so I guess it'd have to be him by default. It's usually attributed to Willis Stryker for his involvement with Cage's origin but then he died pretty much right out the gate.

Tombstone has been used as a Cage villain a few times, so maybe him too.

Yeah, that's why they were called "Children of the Atom." It was later retconned that the trace amounts of radiation the permeated Earth's atmosphere as a result of the nukes and all the nuclear testing is what caused the drastic rise of mutants. Since prior to that, mutants were pretty rare.

Probably works the best, if only because they have a similar powerset. Other complimentary aspects can probably be fanwanked up, as well.

They used him for things like Cage Noir, Cage MAX, the current Power Man and Iron Fist, and probably more.
