The reason her old design works it because there's a lot of cohesiveness with the blue-toned black and the red. When you make only her hair pastel blue, pink and blonde, but keep her outfit black and red, it just clashes, you know?
I know it's supposed to be a tie-in, but I almost wish they went full hog and just gave her the cinematic outfit instead of just changing the hair in that case. Maybe if the colors were bolder and less pastel it could work.

Honestly I'm done caring about the changes they make to Harley. The animated series version was by far the best rendition of the character but she always ranged from boring to annoying in the comics, without the DCAU's touch and art style her traditional persona doesn't really work as well.

Did you read the 2000s Harley run? They did this thing where they'd have pages done in the BTAS style when she does something bad, and it'd have cartoony effects (like a bomb making somebody dazed and covered in soot.) Then when seen from other character's perspectives it would be presented in a realistic way (the person Harley left blown up by a bomb has their head splattered across the room.) It's not really discussed, it's just shown that way in the art.
That's the best way to reconcile Palmotti's book with the main continuity. Just write it off as her fantasizing.

Then she happened to be paired with Ivy, and we got comedy stories about a super serious eco-terrorist having to deal with a wacky Joker groupie, occasionally in bed. Then people said "why not make her solo?" so stories were written about her trying to prover herself worth of having her own criminal gang, while still exploring her relationship with Joker and other characters.
