I think DC makes the mistake of thinking that babs as Batgirl is iconic, when really its just the visual of a redhaired batgirl that is. And it is a really good visual.Cass or steph would've been just as popular as Babs if they just had a red wig or dyed their hair red or something like that, and wore the black costume with the yellow bat. That's all you need.

Eh, reviving dead tissue would probably take some black magic or other magic beyond Zatanna, and Fate is still a teen in the current universe, so magic can more than likely be ruled out. The next best thing is to bullshit a implant with comic science that can bypass the dead nerves with 100% efficiency comparable to before the bullet through her spine. Returning Babs' paralysis wouldn't be that hard with the explanation, just the execution. Just have the implant begin to fail.
