Use the first 2 movies' designs as the base, work from there. Ignore DIC's crap. Ignore The Hub's crap.

The problem with Care Bears is that it takes place in heaven, complete with fluffy clouds. No one needs extra love in heaven, everyone's already happy. Heaven's worse problem is a strange sense of apathy since there's nothing to fight against, no real struggle in life. You need to dump The Care bears into Hell, where they can help truly wretched souls and make a real difference. Imagine the Care Bears calming the wails of the damned, or defending a hopeless sinner from being roasted alive by demonic monsters... and they never lose their faith, never stop acting diabetes-sweet. It would be glorious.

They had a movie animation budget, compared to a television budget that had to be stretched out over a whole series, so it might have looked better.
But plot wise it was nothing special, really bad storytelling.
