The most controversial part of this issue is probably that Heller's parents actually died in a black riot. And the 'Hell' for 'Heil' thing is a little on-the-nose.
But it's not a disrespectful issue at all. They win out over the racist authority by exploiting his prejudices, and by not ignoring the power of what people are convinced to believe. The villain's scheme seems pretty impractical but it's quite interesting when you consider it'd impact things like arrest records too.
