Characters like this seem so much more conceptually creative and interesting than 'Russian Jane Bond', and I trust the movie writers to pull of a good movie with any of them. How do you really explain someone government issue like Carol not flying mach speed into Bucky's apartment, tearing his arm off and hauling him in before Cap can blink?
Assuming she's somehow not mobilized even though Warmachine was and we get to the interrogation scene with her as bodyguard how do you explain her not slapping the Winter Soldier across the room before he can take a step outside of it?
Assuming she doesn't play watch dog and takes her powerhouse presence away like Rhodey for whatever reason how do you explain the airport battle lasting 2 seconds without her smashing giant Scott on his ass, chucking heavy shit to occupy Wanda, grabbing Bucky and just flying off with him since Team Cap didn't have a jet to follow?
Unlike Vision who was probably playing nice because he likes Wanda as an excuse Carol has no horse in this race. Nothing for Zemo or anyone to keep her out. Wanda using her mind magic would also not fly after AoU since she'd logically be informed of that by Ross looking at the measures the Raft took.
If she decides to help Cap instead of fight it gets even more troublesome. She could fly after Zemo, break into the HYDRA base, and fly him back to the Raft in minutes.
Outside of including Thor or Hulk to neutralize her, which has its own subset of issues, explaining her in or out of things once you introduce her is not a fun time for script writers. It's either a lot of work or a lot of bullshit, all for a movie that really could only sustain so much.
