When the original Scooby Doo's ratings started to sag, Scrappy was added to try and boost them. It worked. It worked so well the next year the human characters and mystery plots were scrapped (zing) in favor of Scooby and Scrappy having comedic adventures.

I personally don't like that they ripped out the heart of who Fred is. Lame to me. I mean why can't Daphne be a Faye Valentine type and Fred by a Peter Quill type. Daphne has been a go-get-em reporter/snoop girl for decades at this point. Hell, this isn't even the first time that Fred has been Daphne's cameraman for a show about mysteries.
