Morrison's action comics was a homage to Golden age Superman, both in power and personality. Hence it started with Superman taking out fat cats, Nazis and wife beaters, like the social crusader he used to be.
There was homage to silver age Superman as well as 90s, with the time travel shenanigans, Lion Superman, red and blue Supermen and death of Superman for 90s.

His writing was inconsistent, in spite of the relatively short run, which in the long run hurt the character. New52 Superman was more likely to challenge established authority directly if there was something he perceived as wrong. During Truth, his last running arc, he even faces the police several times (although one time it turns out that there were "shadow monsters" behind it all, and the other one eventually was solved with him befriending Gordon).
He also sometimes was shown smiling and enjoying his powers -during battle-, while Pre-New52 is more serious about it (in battles themselves, I mean, outside of it of course he smiles a lot while helping people and such). However, that's all dependent on the writer.
What I'm talking about is mostly for the Action book, with Morrison and later Pak (and also a few exceptions outside of that, like the Grayson Annual #2), but, for example, Johns pretty much wrote him like a more hotheaded and impulsive version of the previous Superman, even renouncing his days of challenging authority from early action, and other writers basically wrote him identical to pre-flashpoint superman.
