Lori couldn’t be 18 because then she’d be old enough to move out, so we made her 17 so that it gives her that “one foot out the door” attitude. So if she’s 17 and Lincoln’s in the middle, I knew Lincoln was going to be 11 so we kind of had to plot the ages accordingly. So no one can really age up because everyone would have to age up and that would mean Lori kind of ages out.

Don't know. Some people theorize that since Bobby got changed, Ronnie Anne did too since they're siblings. Other people say they wanted to make her look more like the voice actress.
Either way, it doesn't explain why they seemed to change her overall demeanor from sweet girl to bully.
I'm pretty neutral on the current Ronnie Anne, but I'll give her a chance since the only interaction she's had with Lincoln is offscreenand I have a weird hunch that she'll turn out to be wildly popular once she actually shows up in an episode.

Was it said that she was originally a sweet girl? All we have is a story board frame of her giggling. We don't know what's being said in that frame, or any context from the previous or next frame. She could very well be laughing at Lincoln in a bullying kind of way if we had more info.
Alternatively, Ronnie wasn't a fully developed character at this point. Early on when pitching a series, you're going to want a few examples of plots that could be done even if you don't have all the characters figured out yet. This might've just been part of the pitch for the story idea of Heavy Meddle, something simple like all of his sisters try to encourage Lincoln to talk to a girl they think likes him, and then later on as the story had to be fleshed out as well as the characters, they came up with the bullying aspect.
