I get that it doesn't affect the show's quality, but the FX on the flash are usually kind of wonky. Not bad, but wonky as heck. SHIELD is usually more conservative with them and only uses them when they can make them look good, for the most part.

That's what the fuck i'm saying. Diamond Back was close enough to Luke to bring out some interesting personality and stories out of him. You'd get a sense of it being personal and don't even have to make them nemesis, just make them rivals. Hell make Diamond Back the one villain Luke has a sore spot for and often times they team up, but to the folly of Luke.
Luke has zero interesting stories outside his first run. Giving him a fun villain is the first step to fixing that.
