Thirdly, of course it's built up on teasers, it's establishing the base for the next years of stories. Thirdly, we don't know Manhattan's motivations at all yet, for all we know his reasons for killing these people are just as motivations for killing Rorschach. Lastly, the Jokr thing seems to be more an explanation for the very differing portrayals. you can still write a good story that sets up further stuff without half of it being random panels where the characters exposit about their new ongoings. and it doesnt matter how just his motivations are because, like you said, we dont know. Rorschach's death is built up to for 12 issues, both Rorschach and Manhattan have whole issues developed to their psyche and life so that we can fully understand why Manhattan had to kill Rorschach. Meanwhile over in Geoff Johns comics we have 2 little interludes where the magic hand zaps them in the same position rorschach died (for shock value). Will we get a decent explanation? probably not, because as usual Johns started with what he thought would be the most 'epic' scene and then wrote backwards from there and tried to crowbar in reasoning afterwards. it will be as satisfying as joker's name or any of these other stupid cliffhangers that are just published to generate headlines and keep you buying.
