I don't know about you, but I don't walk around throwing doors open at full power, or putting my shirt on so hard it tears apart, even though I'm capable of this. There's a difference from casual baseline strength operation and using your capabilities.
He is normally operating at super strength, sure, but in relation to his day to day living, just from his personal experience. It only takes a few crushed sink knobs and doors lifted off the hinges before he understands his strength in relation to his setting. However, he was mad in this scene and lashing out with a real blow at someone jumping at him without thinking, which is why they turned into pulp.
