It's meant to represent the "New 52" version of that Earth. The characters in the background of it are from the old version, the ones in front are from the new version. It's meant to setup the idea of Multiversity and it's 52 (new) Earths. It's now been revealed there are an infinite number of them, as well as all the reveals concerning Flashpoint and the New 52 in Rebirth, so it's not really all that important.
