Even in Winter Soldier mode Bucky lacks finesse. Bucky could be more of a problem, but the pressure wave from each blast should hurt him pretty easily.

They could pull it off by saying that his super-cyborg shit is for emergencies because his brain can't handle extended periods of its use yet, justify it with the extra/alien sensations make him go into Jack the Ripper mode. That way, he'll spend chunks of time doing classic MGS sit, but pulls the MG:R shit for when that won't cut it. An example would be a level escaping the labs; his arms and legs could glitch out making noise or making him stumble so you'd have to plan the route carefully, then the boss at the end is like a prototype of the gekko walkers and that's when you can bust out the big shit.
