The following is 100% verified:
White Wally West will co-exist with Black Wally West. Neither will be "killed off" over popularity. At least not anytime remotely soon, and it'll only be done if DC gets desperate for an "event" again.
Wally's costume is open at the top. The OP image is his Rebirth costume going forward. Brett Booth drew a Titans cover that I saw that prominently features Wally in that costume.
In early Rebirth issues, you'll see an ad that says "The Return of Wally West" and it shows that Booth cover with him grinning in his new costume, alongside the other Titans.
No plans for Bart at this point. Not sure why some fans don't want to believe Wally is going to stick and seem to want to say "oh that's probably Bart"
I can 100% verify that it's Wally West and he's here to stay, along with Black Wally. White in Titans, Black in Teen Titans. Though I can't give you proof other than you should just believe me on this. You will see over the next few weeks.
