If you think the Sokovia Accords are really about responsibility, you are an idiot. Thats the line that they are selling Tony Stark on, and he ate it up because he is guilt ridden as shit.

The nations of MCU Earth don't care about accountability, they are just fucking terrified and scrambling for any kind of control over the situation. Superthreats are popping up once or twice a year now, the world has almost ended at least 3 times, 4 if you count Hydra's world takeover gambit, and every time it has only been narrowly averted but forces beyond any of their control.

There are a lot of scared people out there, and the ones who are the most scared are the people high enough in government chains to have enough information to realize how incredibly fucked they are.

Notice how the Sokovia Accords are not about saving lives, its about placing institutional power over the Avengers. Its a leash.

There was a screencap somewhere that put it best; the Avengers had been responding to every threat under the sun since the end of Winter Soldier, and even if they win, shit gets wrecked, and it hasn't always been a immediate threat to the country it takes place in, if an immediate threat at all. The Avengers were acting according to their own judgement and the world gets no say in whatever they were doing and whether or not they wanted them there in the first place.

THAT'S what the Accords were really about; getting to say whether or not the superpowered WMD people are allowed to just waltz in and wreck bad guys in your city when said bad guys might just be passing through with zero intent to cause harm to anyone presently.

He clearly typed that the threats that were happening were not "always" an "immediate threat" to the country it takes place in.

the destruction took place in DC, however the Intel was dumped world-wide and impacted internationally - the probably don't want to get that specific but just as with Snowden, there are governments that get bent out of shape about controlling their secrets, including their internal fuck-ups and presumably Hydra isn't just infiltrating the US or English speaking agencies, government, etc., the MCU and AoS to the contrary.

again, this directly impacted NYC, but the invasion would also have impacted world-wide - what you really want to look at would be the Thor/IM fight. THAT didn't have to take place in that country, that's just where Tony decided it would be convenient/best/easiest or whatever to engage. SO all that destruction, unlike your three examples, falls perfectly in >>82995782 statement.

The events of the movies were the kind of things that affect everyone on the planet. Sokovian government should not have the authority to say "No, you can't stop someone in my country from destroying the whole planet". The same goes for the S.H.I.E.L.D/Hydra takedown because Pierce flatly stated that he intended to kill 20 million people all over the world with those helicarriers.

*However* the post-credits sequence for Winter Soldier made it clear that there were Hydra remnant cells all over the world, and the beginning of AoU had dialogue referring to the Avengers having gone all over the globe mopping up Hydra and looking for the Scepter. Strucker, for example, was not posing an immediate threat to anyone when they bum-rushed his castle in AoU. They also weren't responding to an emergency when they went into Johannesburg looking for Klaw. Regardless of whether you blame Wanda for her actions, Stark for wrecking her life, Strucker for indoctrinating and empowering her, or Ultron for making use of her for his plan, the fact remains that Captain America, Iron Man, Black Widow, Hawkeye, and Thor brought a Hulk into Johannesburg.

And the cause of that rampage isn't even something you can explain to the general public in any way that doesn't make you look like a dick. That fight didn't even involve a supervillain. That was two Avengers beating on each other. You can say it wasn't Iron Man's fault because he had to stop a rampaging Hulk. You can say it wasn't Hulk's fault because his mind was warped by Scarlet Witch. You might try blame Wanda's actions on Stark's irresponsibility wrecking her life, but then you're back to square one and you still don't have anyone to put the blame on who isn't an active member of the team at the time the Accords were brought up.

Cap knew about them because he was part of S.H.I.E.L.D at the beginning of the movie. By the time they actually go after the Helicarriers, Cap has gone rogue.

If Cap had gone rogue before the Lumerian Star mission, Fury might still have brought the thumbdrive to him since Fury knew that S.H.I.E.L.D was compromised, and the rest of the movie would have still happened pretty much just like it did.
