We only get three scenes revealing the land structure around and in zootopia. Pic related.
Since we never get a complete view of the land mass zootopia is built on, it could be a peninsula not an island.
Zootopia itself has a raised line of land mass in the middle. It kind of looks like it was pushed from two opposing sides upwards.
Now if you look how glaciers move and carve land, you will find some similarities.
It is possible two opposing glaciers collided and over centuries created the peninsula where zootopia is built on.
It also makes sense there would be water surrounding zootopia since the land mass to create that raised line in the middle would have to come from somewhere.
Case solved. Zootopia was created by two colliding glaciers.
