I love marvel, but both Cheetah and Selina (if you count her) beat her pretty soundly.
The problem is Tigra's design is bad, frankly. It's barely changed since they added the tail and it shows. She's a painted redhead. It's uninteresting.

Tigra was fine in Marvel Chillers and worked as a supernatural character. She doesn't really work as a superheroine and never has. They fucked her up beyond recognition in WCA and subsequent authors haven't really found a use for her either.
