Vision destroys a tower a mile ahead of where Cap was. Then they tried to hold the tower which is the actual reason why it almost falls on Cap's head.
When he shots Falcon he does it with only the strenght enough to disrupt the flight machinary.
Falcon was still going able to plane down safely. Rhodey without having wings didnt have that luxury. And its the fall what cripples him, not Vision's ray.

Just because someone didn't do something doesn't mean the risk of said thing happening is diminished. He easily could have killed Tony, and Tony easily could have killed him. Cap just chose the higher path.
