No one is by any means a "good person", Quasimodo included. So Frollo was the typical guy who wants the better of the world by making it only worse. For him the ends justifies the means, specially because, almost like everyone else, he thinks as himself at the "right" side
Disney made him more archetypal, being a straight villain, but still with subtle notes about him thinking he's right on everything
