Eh, I really like the IDEA of passing the mantle and legacy character, I really enjoyed Bucky Cap for the three minutes it lasted, but it's just so transparent that these changes won't stick that it's not even worth getting invested, the writers themselves keep acknowledging it by having people in-universe asking "When is the real Captain America coming back" as if showing that made the inevitability of the return any less true.

That's the entire point of this run, Steve was impartial an "loyal only to the dream", Sam takes sides and wanted to use his position of prestige as Captain America to affect political change, people in-universe didn't like that and he's mostly hated by the public.
