Not sure where this is from exactly, but some writers (like Chuck Dixon, Alex Ross too, I think) write Batman as more conservative, like "these guys aren't the way they are because of actual reasons, you bleeding-heart pansies, they are just bad because they choose to be. they don't need rehabilitation, they just need to be punched in the head"
Other writers make him somebody who's actually invested in alleviating the sociological factors of crime, rehabilitating his enemies, etc. I think even under most writers, when it comes to Joker at least, Batman just knows he's a lost cause. But even Killing Joke begins with Batman coming to The Joker to convince him to change.
As for whether The Joker is really "crazy," depends on what we mean by that term? Is he mentally healthy? No, he's an unstable psychopath. Is he mentally insane, and therefore not criminally responsible for his crimes? No, he seems to be able to distinguish reality from non-reality, and right from wrong. He's not psychotic or schizophrenic. He knows exactly what he's doing. So, in that sense, no, he's not "crazy," and Batman is right here.

I think the only think an GLO can't do to you under a Hoppean contract is kill you (since their very purpose is to protect you from harm), but if you breach the contract, they CAN banish you and, like, drop you off in the desert or tundra to fend for yourself or something.

Why can't Bane be seen as being more menacing? The dude is not only a strong guy, but also EXTREMELY smart. He's shown multiple times that he's a rival for Batman when it comes to intelligence and strategy. With that combined with his strength, should make for a much more formidable foe than the Joker himself quite easily.
