Not entirely sure, but I think I read before that Jeph basically started this comic by just drawing whatever he could come up with right before bed late at night while he was suffering from insomnia or something. And then went by that routine for years until the comic became his main source of income and his readers became more critical to the point that he had to give it slightly more thought than that, but probably still uses the method of going by it day to day.
Also at this point he seems to always be ready to change the story direction on a dime based on any criticism he receives, so he never wastes the "effort" it takes to have something planned in advance in case it would disrupt his readers' delicate sensibilities. There are so many examples of a page that will introduce an inconsistency or mistake, only to have the next page entirely switch gears to try to pull massive damage control to fix it, making things even more ridiculous.
