In a previous arc the JL got their bodies stolen by a gang of supercriminals.
Batman goes autistic and decide that is better if they have some kind of plans to stop the JL members in case of mind control/bodysnatch etc.
Ra's steals those plans, I don't remember how he knew about them, from the Batcave and uses a modified version of them to incapacitate the JL
