They aren't Nick's Parents. Nick was the original protagonist so I think his Dad is dead. Judy was changed to the protagonist at the last second and they didn't have time to kill them and resurrect Nick's Dad

Parents are dead so that the the main character won't be bound by filial obligations and can go on adventures.
Judy is both an adult and far away from her parents for the bulk of the movie, so she isn't bound by filial obligations, allowing her to respond to the events of the plot at her own urgency, so killing them off is not needed.

Disney is satisfied as long as least a few parents are missing/dead. Look at Peter Pan... The Darling parents aren't dead, but all the Lost Boys and Peter's parents qualify. In 101 Dalmatians, Pongo and Perdita are fine, but the other 86 puppies are parentless. There's still plenty of broken homes to go around!
